Demolition application submitted
We have submitted a Prior Notice for Demolition application to Manchester City Council to enable us to start demolition of the shopping precinct and Graeme House. This outlines the steps we will take to carefully demolish the buildings and limit disruption.
If this is approved, we plan to start demolition early in the new year with the works taking around six months to complete.
We are also getting close to submitting our full application for the residential-led redevelopment of the precinct, which is expected in the next few weeks.
What is a Prior Notice of demolition?
Works involving the demolition of buildings and other structures fall within the definition of ‘development’ for the purposes of planning. This means that planning permission or ‘prior approval’ is usually required to demolish a building or other structure, depending upon the type of building and where it is located.
As the precinct site is located outside of a conservation area, before undertaking demolition works, a Prior Approval notification (application) is to be submitted to the local planning authority (Manchester City Council), triggering a 28-day process in which the authority will determine whether or not their formal approval is needed for the works. If so, then details of the method of demolition and means of restoring the site need to be approved. Prior notification is not a full planning application, but a comparatively streamlined process that requires less supporting information and a shorter determination period (28 days) than a full planning application.
Why are you looking to demolish the buildings before you have consent for the redevelopment plans?
Undertaking the proposed demolition works early in the new year also means we will be in a position to move forward with construction of the residential-led development swiftly if the plans are approved.
We have monitored the building in recent months and despite recently erecting temporary hoardings, damage continues to be made to facades such as an increasing number of broken windows. Therefore, removal of the existing buildings would help to prevent further anti-social behaviour.
How long will the demolition take?
The demolition will take around six months.
Will the car park remain open?
The existing car park will close during the demolition phase due to health and safety. It will also be required as a space by the contractor to carry out the work safely and effectively. We will keep the car park open for as long as possible and notify local people prior to its closure.
How will you manage any impacts on local people?
We have appointed SJ Walchester as demolition contractor, and they have produced a Demolition Management Plan (DMP). There will be strict working hours during the demolition of 07.30 to 18:00 Monday to Friday and 8am – 1pm Saturday with no noisy operations before 08:00 or after 17:30 in the evening.
There will be a number of measures put in place to manage any potential impacts. This includes a Dustfighter Unit and water sprays to damp down dust; using a modern demolition excavator; screening the site; and careful positioning of lighting to avoid nuisance.
What are the proposed access arrangements and will there be any road closures?
The site will be accessed directly off Wilbraham Road (A6010) and there will be a “No Right Turn” policy to ensure all vehicles entering or leaving the site always avoid crossing the flow of traffic. This will mean to enter the site vehicles will travel westbound on Wilbraham Road to turn directly left onto Manchester Road into the site entrance. Vehicles leaving the site via Manchester Road will turn left on to Wilbraham Road into the flow of traffic. Deliveries to site will only take place during site working hours with peak local traffic times avoided.

How soon after the demolition is completed do you expect to start building the new neighbourhood?
We expect to submit our full application for the residential-led redevelopment of the precinct in the next few weeks. We expect a decision from Manchester City Council by spring 2025 and, if approved, work would start before the end of the year.
